Dr. Ekroop Caur, IAS, is a senior bureaucrat and currently serves as Secretary to the Government of Karnataka in the Department of Electronics, IT, Biotechnology & Science and Technology. A 2001-batch IAS officer with academic credentials including a PhD from Punjab University and a Master’s in Public Administration from the Lee Kuan Yew School of Public Policy, Dr. Caur has over two decades of experience spanning finance, urban transport, and rural development. She has held key roles such as Secretary – Finance and Managing Director – BMTC, where she was the first woman to lead the organization. A recipient of the Prime Minister’s Award for Excellence in Public Administration, her leadership is marked by strategic persistence, inclusive governance, and data-driven policymaking. Under her visionary leadership, Karnataka has further cemented its position as a national hub for technology, biotechnology, and innovation, driving progress through initiatives like the Global Capability Centre (GCC) policy and the Karnataka Biotechnology Policy 2024–29. In addition to steering the Bengaluru Tech Summit to new heights, her focus on fostering investment, job creation, and skilling—alongside efforts to streamline regulation and promote bio-manufacturing—has significantly shaped the state’s innovation ecosystem. Her insights on integrating emerging technologies with forward-looking public policy continue to inspire and impact at both national and international levels.
