With over 28 years of experience in public administration, Sanjay Kumar Das has been at the forefront of governance, technology-driven public service delivery, and cybersecurity. Currently serving as the Additional Secretary in the Science & Technology & Bio-Technology Department, alongside being the State Information Security Officer, Government of West Bengal, he has led several key initiatives that have contributed to the state’s digital transformation.
His efforts in workforce enablement and digital privacy have been widely recognised. The KarmoBhumi platform, conceptualised and implemented under his leadership, pioneered a structured approach to mapping IT professionals’ skills and connecting them with local IT/ITeS firms—proving particularly effective during the pandemic-induced job crisis. Similarly, the SelfScan mobile application, introduced at a time of heightened global concerns over digital privacy, provided a device-native, internet-independent document scanning solution, ensuring data security and user privacy.
A major contributor to West Bengal’s cybersecurity landscape, he played a pivotal role in establishing the state’s Cyber Security Centre of Excellence in 2017, the first of its kind in West Bengal. The Centre laid the foundation for a comprehensive cybersecurity ecosystem, encompassing awareness campaigns, skill development, cyber crisis management planning, State CERT, Security Operations Centre, cyber forensic labs, and policy frameworks on cybersecurity and data privacy. His initiatives also extended to embedding cybersecurity education in polytechnic curricula and training physical security personnel in cyber resilience. In recognition of these efforts, he was honoured with the DSCI Security Leader of the Year 2024 Award, conferred for the first time under the State Government category.
Before joining the civil services, he served as an Intelligence Officer in the Intelligence Bureau, Ministry of Home Affairs, Government of India. His academic background includes a Master’s in Constitutional Law, an MBA, and advanced certifications in Cyber Law, Forensics, and Intellectual Property Rights from premier institutions like NLSIU and the Indian Law Institute.
Over the years, he has held key administrative positions, including Block Development Officer, Sub-Divisional Magistrate, and Additional District Magistrate, leading several governance modernisation projects, notably in The Asiatic Society and the West Bengal State Archives. A Certified Cybersecurity Professional and the first ISAC Certified National Cyber Security Scholar in the country. He is also a trained strategist, auditor, and lead implementer in Information Security & Data Privacy.
His contributions have been recognised with multiple national awards, including the DSCI Excellence Awards (2020, 2021), CSI SIG eGovernance Awards (2020, 2023), VAR India CIO of the Year Awards (2020-2025), and the prestigious DSCI Security Leader of the Year Award (2024). RSIGST has also awarded him a Fellowship for his work in geospatial sciences. In March 2025, Shri Das was conferred with the Excellence Award in Academics as well as in IT Governance by the Computer Society of India, Kolkata Chapter.
Beyond administration, he is a published poet (Dwicharitkatha) and co-founder of UDDYOM, an NGO dedicated to education, upskilling, and poverty alleviation.
