Mr. Sanjay Kumar Das is a socio-development administrator from the 1996 batch of West Bengal Civil Service (Executive) cadre, who had earlier served as an Intelligence Officer with IB, MHA, Govt of India for 4 years while remaining in charge of various high value government installations among other assignments in the North-East.
Administrative journey
In his journey, he has held different administrative positions in General, Revenue, Executive & Election Administration in West Bengal. He had served as Block Development Officer, Sub-Divisional Magistrate and Additional District Magistrate.
Managed “The Asiatic Society, Kolkata” as Administrative Officer.
As Administrative Officer in West Bengal State Archives initiated large-scale digitisation of archives.
Served as Joint Director of State Disaster Management wherein undertook process re-engineering of State Relief Supply Chain management with Deloitte and UNICEF, upgraded warehouses and created online inventory and organised scores of Disaster Response Mock Drills across the State – reducing thereby ‘Incident Response Time.
Supported IIT-Kharagpur, NIT-Durgapur and Govt Engineering College, Kalyani to test-launch their product, ‘Information Drop Box’ to empower First Incident Responders.
Education
An Alma Mater of Ramakrishna Mission Ashrama, Narendrapur; Mr Das has a Master’s in law, specialising in Constitutional Law from Kakatiya University; another Master’s in Business Administration from ICFAI University; Bachelor of Science with Honours in Physics from Calcutta University along with Post Graduation Diploma in Rural Development; Cyber Law; Intellectual Property Rights and Training & Development from various institutions of repute. In the recent past, he completed a PG Diploma in Cyber Law & Cyber Forensics from the National Law School of India University, Bengaluru.
He successfully completed the Cybersecurity Governance Certification Programme while in 2020 he topped the first National Cyber Security Scholar Programme, both organised by the ISAC, MDI Gurgaon and NCIIPC, Govt of India. He has also been trained as a Cyber Security Strategist by DSCI and CrowdStrike. He is a Certified Lead Implementer Professional in ISO 27701 and GDPR by BSI.
Projects worked on
In November 2017, he helped the State Government to set up the Cyber Security Centre of Excellence (CS-CoE) which he leads as the Member-Secretary.
In June 2020, he spearheaded launch of KarmaBhumi (https://karmobhumi.nltr.org) – the IT/ITeS Skill Registry portal for West Bengal while in July 2020, he assisted in launching the Self-Scan Mobile Application (https://selfscan.nltr.org) – a data neutral, server-disconnected mobile application for document scanning.
In December 2020, he assisted the State Government to roll out West Bengal State Broadband Policy; and in August 2021, under his stewardship West Bengal State Data Centre Policy was notified followed by the roll out the single window Right of Way platform ANUMATI (https://anumati.itewb.gov.in).
In April 2019, he conceptualised and launched Cyber Assurance Programme – an effort to ensure security to Public ICT Infrastructure in the State of Bengal.
As Administrator of the Society for Natural Language Technology Research (https://nltr.itewb.gov.in), for over four years; he digitised Charyapad, the oldest Bengali literature, expanded the reach of e-Braille and created the largest Machine Readable Dictionary on English words used in governance and their Bengali version.
Earlier in Coochbehar district, he led the Chitmahal exchange initiative with Bangladesh besides co-creating and rolling out BIMA BHAROSA in August 2015 with United India Insurance Company. It was a comprehensive hybrid general insurance policy for women micro-entrepreneurs of scores of Self-Help Groups.
In 2012, as Nodal Officer for West Bengal Joint Entrance Examinations Board under Higher Education Department, he process-re-engineered the Board functions and instituted the first Online Counselling and Examination Process in the State which was later adjudged the best in the country in 2013.
As the Managing Director of Webel for over one year; he repaid the State Government considerably for the first time in its fifty years journey besides setting up the Security Operations Centre, High Performance Computational Data Centre, Forensic Labs, Centre of Excellence in IoT Sensors with the Central Glass & Ceramic Research Institute, Kolkata & Ministry of Electronics & Information Technology, Govt of India and another Centre of Excellence in Data Science & Machine Learning.
Honours & Awards
He led the State Govt to win the coveted 18th CSI SIG eGovernance Awards 2020, an award of recognition for Karmobhumi Portal and later the 20th CSI SIG eGovernance Awards 2022, an award of appreciation for Security Awareness in Cyber Space; Indian Express Digital Technology Sabha Awards 2021 for Enterprise Security for Cyber Assurance Programme besides leading the Cyber Security CoE to win the coveted DSCI Excellence Award 2020 and 2021 in Raising Security Awareness category while becoming the Runners-up in Capacity Building category in 2020. Besides winning numerous other awards, he was also chosen for the Elite CIO Excellence Award 2020 as the ICON OF THE YEAR while was also chosen the EMINENT CIO OF THE YEAR for 2022, 2023 and 2024 consecutively by VAR India.

He founded UDDYOM (https://uddyom.org), an NGO in 2012 with his batch-mates from Ramkrishna Mission Ashram School, Narendrapur, West Bengal, which works in the areas of Education, Upskilling and Sustainable Poverty Alleviation.
